Revised Regulatory Framework for Urban Co-operative Banks (UCBs) (JUL 19, 2022)

The major recommendations which have been accepted are as follows: 

  1. It has been decided to adopt a simple four-tiered regulatory framework with differentiated regulatory prescriptions.
  2. The minimum CRAR requirement for Tier 1 banks is retained at the present prescription of 9% under current capital adequacy framework based on Basel I.
  3. In order to boost growth opportunities in the sector, it has been decided to introduce automatic route for branch expansion to UCBs which meet the revised Financially Sound and Well Managed (FSWM) criteria.
  4. Revaluation Reserves will be considered for inclusion in Tier-I capital subject to applicable discount on the lines of scheduled commercial banks.
  5. The Committee has also made certain recommendations regarding Umbrella Organization for UCB Sector which will be examined once the entity is fully operational.

SUPREME COURT 

Supreme Court transfers PILs pending before it, other HCs against Centre's 'Agnipath' scheme to Delhi HC (JUL 19, 2022)

A bench of Justices DY Chandrachud, Surya Kant, and AS Bopanna also asked the High Courts of Kerala, Punjab and Haryana, Patna, and Uttarakhand to transfer the PILs pending before them against the 'Agnipath' scheme to Delhi High Court or keep it pending till a decision from the Delhi High Court if the petitioners before it so desires.

THE FAMILY COURTS (AMENDMENT) BILL, 2022 (JUL 19, 2022)

The Family Courts (Amendment) Bill, 2022 inter alia seeks to amend the said Act to insert— 

  1. a proviso in sub-section (3) of section 1 to provide for the establishment of Family Courts in the State of Himachal Pradesh with effect from the 15th February, 2019 and in the State of Nagaland with effect from the 12th September, 2008; and 
  2. a new section 3A to retrospectively validate all actions under the said Act taken by the State Government of Himachal Pradesh and Nagaland and the Family Courts of those States prior to the commencement of the Family Courts (Amendment) Act, 2022. 

The following Bill was introduced in Lok Sabha on 18th July, 2022.

BOMBAY HC 

Man impersonating Bombay High Court Chief Justice tries to dupe officers; held from UP (JUL 19, 2022)

A 34-year-old man, allegedly impersonating Chief Justice of Bombay High Court Dipankar Datta and trying to cheat court officers, was arrested from Bareilly in Uttar Pradesh. Police said the accused identified as Maikulal Chandanlal Diwakar had kept Justice Datta’s name and photo as a display picture on his WhatsApp and sent out messages demanding Amazon Pay gift cards, as per The Indian Express report.

Further investigation revealed that Diwakar had tried to dupe two other registrars at the Nagpur and Aurangabad bench of Bombay High Court using a similar modus operandi, said police.

US House Speaker Nancy Pelosi to visit Taiwan in August (JUL 19, 2022)

US House of Representatives Speaker Nancy Pelosi is reportedly expected to visit Taiwan next month. This comes at a time when Taiwan faces pressure from China as the latter considers democratically ruled Taiwan its own territory.

Pelosi, 82, cancelled a visit in April after she caught COVID-19. She would be the most senior US lawmaker to visit Taiwan since one of her predecessors as Speaker, Republican Newt Gingrich, travelled there in 1997, the report said.  

Meanwhile, China's government warned on Tuesday it would take "forceful measures" if Pelosi visited Taiwan, Reuters reported.
